In the workshop, a defect costs a grinder and an afternoon.
By the time it reaches the vessel, it costs a delayed installation window. Offshore and energized, in the worst case the defect takes the whole farm off the grid.
 
The fix does not get harder along the way, only more expensive.
This is why verification belongs at the earliest point possible, not the last one.
